The book is available at the publications.USA.gov site.
You can download a free PDF (I'd recommend that) or if you want to waste some of our tax dollars they'll mail you a hard copy for free too
The book is full of useful information. Some of its pretty basic stuff, but some of its more detailed. There are also a lot of useful weblinks to useful resources.
